Update to Full Downloads Without Images

Detailed Description

When performing a full download without images, images at the Regional Servers remain intact. It is no longer necessary to manually move the images to the Regional Servers after a full download without images. OnGuard will also identify images that have changed and generate the necessary transactions for processing these photos in the background.
