Symptom

When updating from OnGuard 6.3.249 to 6.4.500 with SQL 2005 server, Database Setup fails with error:
This Sql Transaction has completed; it is no longer usable.

Resolution

The Lenel user in SQL does not have 'serveradmin' rights. Grant 'serveradmin' rights to correct this issue.
